The term "in front of the leg" means that the horse is thinking forward, and is ready to respond, instantly and enthusiastically, to the lightest of leg aids from the rider at any given moment. A horse can be more in front of the leg while trotting slowly (because he wants to go), than another horse who is passing him by at the gallop (with the rider working hard to keep the horse going).
